Main idea: Imagine the tax payers are allowed to specify how they would like their taxes to be spent by the government. This would set additional frames to the ruling politicians and could be a major step towards direct democracy.
i read somewhere, that when You vote for a government You give to Your representatives a license to spend the total amount of taxes for the period of (mostly) 4 years. this is a hell lot of money and for some countries it is even more, still the amount is not the main issue. the main issue, is that You have to write down every year (not every four years!) how did You earn this money but You are not allowed to specify how this money should be spent. if You could do so this act can be viewed as voting - You decide on annual basis how the government should spend Your taxes, and since this is what they are mostly doing You decide what should be the government's policy.
of course, one has to design such a system carefully, because otherwise everybody would write something like "the government should buy me a new car" or "...pay my rent" ...
